it sounds to me that you are simply looking for a spring board to get into a U.S. business school. (I feel sorry for Umass Math department, because as far as I know, they only admit very few PhD students each year)
Now speaking of business school, Temple might not be a bad choice ... you know Wharton is also in Philly right? so here you go. Business school at Umass Amherst is more like at the back road, very little publicity, curriculum is boring, and no offense to those business majors, teachers are so so. If you look at the opportunities around Amherst, you probably would have to go to Boston where some top and a bunch of 2nd-tier business schools are.
Doing Ph.D. is a big decision, whether it's for your family or for yourself, whether it's for your ambition or purely for the research that you love. 5, 6 years of your life would be gone by the time you could be called a Dr.. Although the education system is producing way too many Ph.D nowadays, I think the doctor title still brings you some privileges, that could be the upside of being a Ph.D.
