人权 is based on businees. If most of the people don't have enough food to eat, why should you ask them to discuss 人权. Is there any 人权 in 1930's around America? Of course not. The request in different period of country is different. If the business hasn't reach a certain level, it is unrealistic to discuss this kind of things. We should say in China it is much better than a decade ago, although it still needs improvement yet.

还是那句话，仓廪实而知礼节。整天叫嚷自由啊，人权啊，我们的政治家两千多年前就看透了。
